India,China Fortifying the African outreach 

• It's affect stand to be devastating particularly in Africa where economic and public health condition are extremely vulnerable.
• Although African countries move quickly to curb the initial spread, they are initially woefully ill-equipped to cope with public health emergency of such magnitude due to shortage of mask ventilators and even in basic necessities such as soap and water.
• As Asia's two largest economic and longstanding partners of Africa, India, China have increased their outreach to Africa through medical assistant.
• China being Africa's largest trading partner was quick to signal it's intent to help  Africa cope with pandemic.
• Beijings donations diplomacy in Africa aims to achieve three imidiate objective. Shift the focus away from taking about the the origin of virus in Wuhan build goodwill overseas and established an image makeover.
• It is no secrets that China release heavily on diplomatic support and cooperation from African countries on key issues in multilatera flora.
• For example, Beijing use Africa Passport for securing a win for Chinese candidate as a head of Food and Agriculture Organization (FAO)  and in the World Healthh Organization ( WHO).
• The fact that even with the limited resources India can fight the virus at home while reaching out the developing countries in need is treatment to India's status as a responsible and reliable global stakeholder.
• Africa has bee focused of India's development assistant and diplomatic outreach as evident in plan to open new embassies.
• These efforts have been supplement by improving record of Indian project implementation in Africa.
• India's role as the 'pharmacy of the world as the as the supplies of low costs generic medicine acknowledge.
• Pharmaceutical product along with refined petroleum product account for 40% of India's export market.
• India is sending consignment of  essential medicine including Hydroxychloroquine (HCQ) and Paracetamol to 25African countries in addition to doctors and a paramedic at a total cost of around Rs. 600 million ($7.9 million) in a commercial and grant basis.
• The initial beneficiaries were the African Indian Ocean Island nation of Mauritius, the saychchelles comoras and Madagascar under India's Mission sagar.

Won't interfere in border issue, Australian envoys 

• Australia would not "interfere in the ongoing situation between India and China at the line of Actual Control (LAC) . 
• Prime Minister Narendra Modi and his Australian counter part Skott Morrison are due to speak at a "virtual bilateral submit.
• Where two sides are expected to strengthen strategic cooperation and announce a mutual sippy arrangements (MLSA) for reciprocal use of each other bases and and other military facilities. 
• “In relation to the border issues…that is a matter for China and India to resolve, not a matter for Australia to interfere with. Australia and China are currently are locked in tensions as well over a range of issues, from trade and the coronavirus pandemic to China’s moves in the South China Sea. However, the envoy made it clear that the issues would be kept separate from India’s current tensions over the Chinese army action on the LAC in Ladakh and Sikkim.

Speaking about the summit on Thursday, which has been scheduled six months after it was cancelled in January last because of forest fires in Australia and then put off due to the pandemic, Mr. O’Farrell said the relationship would reach a “historic high” after the Prime Ministers’ discussions.

“The mutual LSA makes it easier for defence forces of both countries to conduct exercises like AUSINDEX and to facilitate access to each other’s bases,” Mr. O’Farrell told journalists in Delhi. “It is the sort of a relationship we have with many of our allies,” he added.

Australia had submitted a draft of the MLSA soon after India signed a similar “foundational agreement” with the U.S. in 2016, and it has taken nearly four years to negotiate. India was likely to sign LSAs with Russia, Japan and the U.K. as well in the near future, said officials.

Amongst a number of other agreements due to be announced during Thursday’s summit are COVID19-related cooperation at regional and multilateral institutions, said the High Commissioner.

• The International convention of Elimination of All Forms of Racial Discrimination (ICERD) is a United Nations Convention. 
• A third generation human right instrument, the convention commits it's member to the elimination of racial discrimination and the promotion of the understanding among all races.
• The convention also requires to its parties to outlaw hate speech criminalised membership in raciest organization.
• The convention was adopted and opened for signature by the United Nations General Assembly on 21st December 1965 and entered into force on 4 January 1969 as of April 2019 has 88 signittories and 82 parties
• The convention is maintained by the  Committee on the Elimination of Racial Discrimination (CERD).
